Genuine question: How much more concerning is this in real terms than the already highly intrusive NSA / GCHQ infrastructure already in place. Its always seemed moot to me to be worried more about China and less so about domestic acts of surveillance on a peace time populace.

Uhhhh... if democracy falls, NSA and GCHQ have problems. Chinese telcos do not have much to lose there. Doesn't that kinda make sense as to who you should be more concerned about?
