There's nothing to stop you from sinking that slab of metal. You chose to sink it in the middle of international waters. You know the ocean floor is sometimes looked at by researchers with cameras. You thought the odds were low that anyone would look at that spot. You were wrong.

Most people have no idea how to study the ocean floor and do not have the training or technology to even try it. But that doesn't give you any right to complain about researchers who actually do look at the ocean floor.

Potential solutions to your problem: 1. Hire someone that will build a vault on dry land that actually protects your engraved plates. 2. Encrypt your data before you engrave it on metal plates to drop in the ocean. 3. Combination of 1&2.

Not sure. Some people seem to want everything retrievable if necessary at arbitrary points in the future and opt for this method... seems there are better ways to accomplish it.
