Who's to say that they aren't ? Let's admit there are humans in every galaxy. How could we possibly detect them ?

if they're everywhere then seems like they would be much closer by than that

Why ? One per galaxy is plenty in the universe. But even if there are hundreds of intelligent species in the galaxy, they might not be that easy to detect.
