I suspect that evil geniuses are a myth. There are evil people who are pretty smart, and there are geniuses who close their eyes to evil.

As von Neumann predicted, nuclear competition between the US and Soviet Union went on to threaten human civilization, and it still might get us. Von Neumann, at least ex ante, was right.

you'd have to take into account the effect on future arms races (and other future developments) of the erosion of taboos on superweapons and atrocities and of the creation of mass chaos and suffering

but there are (and, to a greater extent, will be) other extremely horrible kinds of weapons

Yes, but all of these other weapons can't be used to launch a first strike attack that would eliminate the ability of a nuclear armed power to retaliate. Hence, there isn't a prisoners' dilemma where two sides have an incentive to strike first.
