It just doesn't make sense to me. Do people not see my videos in their sub boxes? Are most of my subs inactive? Idk what to do at this point
I'm honestly starting to get annoyed by the fact that only ~1/3 of my subs on youtube actually watch my videos.

That's with a lot of growing YouTubers, it's nothing new. Give it time and it'll work out :)
