Only place it's acceptable is in response so something super awkward or weird when everyone knows its to signify you're speechless and it's jokingly.
My biggest pet peeve is seeing someone just type "..." without any explanation or context. It doesn't matter if it's through twitch chat, youtube comments, or twitter replies, it's all equally vague and annoying. If you have something to say then just say it!
