I understand why you would initially call it a nerf, but it's moreso a change of how her shields are used, more defensive
It's a buff to keeping people alive, Genji ult, firestrike etc but a nerf to zaryas average dmg

The problem is that Zarya's primary way of getting damage is taking a fire strike with the shield is gone.

Those situations where the less damage ends up saving a teammate are much less than when Zarya eats a fire strike for damage
