Thoughts on solving the DMCA issue AND the need to run ads on all @Twitch channels with one change:
Install a copyright claim system the same way YT has, but require an ad quota - otherwise ads auto-run once per hour (the way prerolls already do) to ensure claims get funded. 
How would a claiming system work with livestream revenue, i feel there'd be grounds for them to try and get Sub/Bit/Donation revenue, claiming we go to people's streams to listen to music and sub to them because of it too?
