I had to unlink and relink to properly get drops enabled. Make sure to do so if Twitch says "Enable Drops with Account Link."

This. I had to unlink both the Uplay account settings and the Ubisoft Connect connection in my Twitch Connections, but once i unlinked both and relinked it says drops enabled instead of the link accounts line.
