I believe if it is for commercial use it must be licensed and the operator must be trained. Not exactly sure though

Considering how much noise is made during any actual home construction project, I think the noise concern should be negligible in the context of the wider work.

I think you're missing the relative scale here. A drone battery hardly needs any charge. If it's applied towards more efficient installation of a solar roof that will last 25+ years and power a family's car's and more. Worrying about the drone is a distraction and bad analysis.

The amount of greenhouse gasses (CO2 and methane through both breathing and food production processes) that a person emits by consuming calories climbing to the top of the house is likely to be significantly higher than using an electrically powered drone to look at the top.
