To grief other players and they can have a significant impact on deciding who gets to qualify and who doesn't.
Removing the teams that already qualified doesn't make qualifying easier. No matter whether those teams are in the games or not, people will qualify nonetheless. Your point makes no sense.

That's a whole different issue, and one that requires significantly bigger logistical chances on the tournament structure. Implementing a rule where players can't play once they've already qualified is easy.
