The reason i think it should be a rule is because people already qualified have significantly less of an incentive to try their best. Yes, they still have some prizemoney up for grabs, however it is so miniscule compared to what's available at the world cup. It's easy for them...
To grief other players and they can have a significant impact on deciding who gets to qualify and who doesn't.

Removing the teams that already qualified doesn't make qualifying easier. No matter whether those teams are in the games or not, people will qualify nonetheless. Your point makes no sense.
