does twitch have any control over banning / not banning the streamers that got DMCA'd over playing that one song that we shall not mention? like can they just say "heck off we're not banning these streamers cause u guys are 12" or are they just legally forced to comply

they are forced to . That being said I want to warn streamers for falling for people claiming to have the rights trying to blackmail you , happened to me. The people who can actually get you banned will just dmca without warning

To be completely honest, game publishers can dmca you for streaming their game, obviously they won't because its free advertising for them, however it has happened before where a publisher didn't like pewdiepie's video and dmca'd his because of it so you're never safe :)
