The only case where a circumcision can (not always!) be required, is a medical emergency called "paraphimosis", where the foreskin it jammed behind the glans, can't be pulled over the the glans anymore and is therefore blocking the blood circulation.

That's still not necessary. There are injections that rapidly reduce the fluid congestion causing the swelling.

I'm talking about those people who visit the doctor way too late (when the paraphimosis lasted for a long time already). If you rush the the doctor immediately, there's no cut required. Of course.
