Once you reach 1,000 subscribers overall (channel lifetime count) that's one part of the eligibility, example starting at 0 reaching 1,000 subs. The second part is to get 4,000 watch time hours in the last 12 months.
This basicly forces creators to make LONGER videos and publish very often to maintain that threshold of 4k hours a year. Thank you for screwing the little man
