Preventing abuse is a top priority in the design of the tool–we've designed several safety features & only notify the original uploader. We also only report on strong matches to avoid reporting short segments that appear in multiple videos, such as video game cutscenes.

Could you provide some info on the safety measures & some more information on what constitutes a video showing up in the match tool? At what % usage of a video does it begin showing up in the tool? 1%? 10%? 50% etc? Much appreciated!

We can't disclose all details of the tool as it could help folks circumvent the system, but there's more info about how it works and which videos are eligible for matching here: https://goo.gl/N21NLN

If you have a good enough system, it should really end up being a problem. He is asking a valid question, it would be useful for creators to know this information.

But like I said, if the system is good enough, abuse of the system should not be an issue. It's on YouTube at that point. That is important information for all creators. I have a hard time seeing how releasing that information would cause people to learn to abuse the system.

So what you are saying is there are going to be cracks in it anyways, and people are going to fine ways to abuse it. So why not release the information to let creators know what they are going to have to deal with?
