I've used Shiny so far. Is Bokeh better / easier / more powerful?

I am loathe to categorize things unilaterally as better/worse. Better for what use case? Bokeh and Shiny are generally comparable IMO. Do you want to make visualizations that are connected to Python code? In that case Bokeh is a better choice, because it is mostly Python based.

Is it possible to learn it if you know little about coding? Does it produce HTML code or do you need an interpreter to run the visualisation? D3.js seems good on the second point, but less so on the first. Shiny seems better on the first, but less so on the second.

Bokeh can produce standalone HTML files, or can have apps that run on a Bokeh server directly connected to live python code. Or it can be used in Jupyter notebooks. Best thing is probably to skim docs and see what's there https://bokeh.pydata.org/en/latest/ https://demo.bokehplots.com/
