How many avoid player slots should Overwatch have?

Unfortunately people think it's as easy as just adding more slot, but every slot = significantly increased q time for everyone. Fo you want 2 hour queues and 4 avoid slots? Or 10 mins and 2
I'll take insanely long queues and stream a game over OW if it means less toxic people on my team tbh lol
