Tracer has the best odds. She is the poster child of the game, and so far we've seen no halloween skins for her. Althought, archangel skin for mercy wont be a bad idea. But its halloween terror again, she already has witch skin.
I definitely agree with Tracer, I'm actually surprised she hasn't gotten one for this long already
