this isn't equality and fairness. it's furthering dependencies on the government.

Cash makes cash, lack of cash makes more need for cash. Ergo if you want to reduce the dependency on the government you should give people enough cash to be able to invest and make money without use of the government.

It's simple economics, give people drips to drink and they'll always be thirsty, give people enough support to drill their own well and they'll be quenched for life.
