youtube will not remove him without a criminal case being filed and a conviction. Has to do with section 230 legal protections.

very old rules. YouTube has a back-end way of contacting their legal department that gets results. But they claim 230 protection on their big money makers. For the most part actual complaints aren't even reviewed by a legal team in the same country.
