You would be 100% correct if it were implemented in a vacuum. When you couple it with a basic income, however, the overall effect is strongly progressive - the only people who pay in on-net are those buying >$10,000/month worth of stuff.

So essentially the $1000/mo is a tax cushion? That doesn’t provide any ‘economic freedom’ if all it does is go back to the IRS. We need to restore the economic powers of the working class. Striking them down with another tax on daily consumption is a terrible plan.
