Millar stressed maintenance first but just pivoted to voice support for highway expansion when it comes to JBLM, Puget Sound Gateway, and North Spokane Corridor, suggesting WSDOT had "tried everything else" to deal with congestion in those corridors. Seems a stretch. #NoNewRoads
