family policing's predictive risk models are digital calipers. it's the same eugenic logics–determining who is fit, banishing whoever is deemed not–pulsing through this tool and its hundred different measurements.

irrespective of how they are marketed, what family police are doing w/ predictive risk modeling is experimenting on people they've historically targeted for disenfranchisement, stratifying us into subgroups which can be more easily managed across some range of space over time

All Black people are narrated singularly as African-American but they very precisely target black families by nationality and immigration status. Sometimes you can learn which nationalities have been historically targeted by looking at older data dictionaries in your state.

the way race is collected by family policing agencies is bizarre. Black folks are under counted in regions where Hispanic/Latino is mutually exclusive with Black.

some under-appreciated notes about these models: child or parent disability is placed on the same axis as sexual assault, choking or burning alive. The extremely low amounts of white families investigated in NYC are typically cases in which either the parent to child is disabled

alas cooler heads and Annie E. Casey foundation hires must prevail so *new* predictive risk models (they are not new, just revamped marketing) are framed most of the time as being for service allocation. sometimes they'll also say it is a decision aid alongside SW/cop judgement.

Overwhelmingly these are villains who've historically operated w/ v little scrutiny and are super defensive. Side note: there's like 2 very angry clapbacks to Virginia Eubanks' automating inequality on the Allegheny Human Services website. hilarious imho.

they've concluded from allegheny family screening tool that how they sell this thing matters. Frame it as deterministic ie predicting which child is most likely to be abused and people will think its minority report.

c) family policing will solve these problem populations d) philanthropic support and federal policy must shift away from primarily separating individual families to managing high risk *groups* of people. Investigations must exponentially increase, dispositions will be diffuse.

What matters is that these models are all designed w/ the following baseline assumptions: a) there's some specific population or set of populations which are a problem. b) the cause of these problems lies exclusively *within* these populations

The question of bias, accuracy, fairness or whatever is a red herring. Disproportionality also misses the point. This is a boring and unfruitful line of reasoning. as is critiquing the FAccT ecosystem keeping it alive.

some notes on predictive risk modeling adopted by family policing agencies that I think got a little buried in the academic language of my Columbia law review article:

Is Rwanda not currently governed by the RPF, a party formed in Ugandan refugee camps? Hasn’t 90%+ of all minerals exported from Rwanda in the last decade originated from the DRC? Hasn’t Kagame robbed congo while funding the M23 militia to kill any non-tutsis daring to resist?

“We have had refugees here for over 20 years, from DRC. I am refusing that Rwanda should carry this burden and be insulted and abused everyday about it.” President Kagame.

much could be said about the convergence btwn erdogan, uae and the clinton crime bill author but this very selective accounting of drone supply chains alongside the extremely belated acknowledgment that there’s a war in oromia—predating the north—is more of the same nothingness

helpful proxy for what’s sticking in academia but outside of critical tech/data science/policyland. unfortunately, FAccT framework perseveres instead of a simone browne and caitlin rosenthal influence. on plus side, focus on public sector adoption of ADS seems to feature heavily

Because I'm weird I decided to make an Ethics of AI syllabus. This is how I, who knows nothing, would want to teach the course. Included are some course narrative notes so people can see what I was going for if anyone is interested in making use of it.... philpeople.org/public_cache/f

Ethics in AI Syllabus Liam Kofi Bright Course intent: there is no denying that the automation of much of our working lives and governance structure is a matter of great public concern. As such it would be to a citizen’s advantage that they should be able to assess and discuss these issues in an informed and intelligent manner. This course is designed to facilitate that. The first half focuses on what I think of as the foundational points of the discussion. First, what is morally and politically at stake in the wave of automation we are now undergoing. Second, given that so much turns on new machines’ superior ability to reason about various issues, just what sort of epistemic capacities can we reasonably expect from the automata. Once students are grounded in these issues (including in how the two sets of concerns interrelate) we will examine a series of issues that have aroused public concern. There are of course many more issues than I could possibly cover in one course. ...
