Pelini didn't recruit him not Frost. Frost got Adrian Martinez so he didn't take any transfers. Martinez had a much better year last year than Burrow. Burrow blew up this year but there's a very reasonable explanation as to why Frost didn't take him.

Transfer Portal was implemented in Fall of 2018. Burrows was already playing for LSU.
