Wow I didn't know Prince George's County had a higher percentage of African Americans than Baltimore City. What's the data set?

There's one county here that kind of sticks out, Forest County, PA. It went from being 2% Black in the 2000 census to over 30% in the 2010 census. What changed? Well, they opened a prison there and that population now counts for the county.
