There's one county here that kind of sticks out, Forest County, PA. It went from being 2% Black in the 2000 census to over 30% in the 2010 census. What changed? Well, they opened a prison there and that population now counts for the county.

Marion county IN looks like it has almost as large of a black population as lake.... interesting didn’t know that.
