    Like any tool, sanctions can be used effectively or poorly. But that’s a reason to deploy them carefully, not condemn them entirely. We must do everything in our power to ensure sanctions are effective and targeted and minimize unintended consequences.

    The cost of the Security Council's ongoing silence is too high. It emboldens North Korea to further defy the international community, normalize its violations of Council resolutions, and further destabilize the region. This is unacceptable.

    We urge all Member States, especially our fellow Security Council members, to play a constructive role in the implementation of Council resolutions on North Korea – important tools for addressing their unlawful WMD and ballistic missile programs.
