Is that hatch supposed to be open ?

Yes, it's for the vertical thrust engine. The Harrier vented all its engine thrust through ducted nozzles; the F-35 only has that one flap for the big vertical blowtorch to use on take-off and landing. Less nimble, but allows it to hit supersonic speeds in normal flight.
