I'm struggling with this quote. Targeted conversions eventually spread wealth to people of color. But, before they do that, they concentrate wealth to selling business owners who are predominantly white. The overall racial wealth gap increases, but the relative gap closes.

Or, in other words, the average racial wealth gap increases while the median racial wealth gap decreases. I don't think I can call that reducing the racial wealth gap.
