I am honored, and beyond humbled, to have been sworn in today by Kamala Harris as the United States Ambassador to the United Nations.

Let's be clear: Ukraine does not have a biological weapons program. There are no Ukrainian biological weapons laboratories – not near Russia’s border, not anywhere.
It is Russia that has long maintained a biological weapons program in violation of international law.
Kherson is Ukraine.
Zaporizhzhya is Ukraine.
Donetsk is Ukraine.
Luhansk is Ukraine.
Thank you, , for coming to the United Nations to support peaceful protesters across Iran. Your activism is an inspiration to so many, including me.
NEWS: UN Member States just voted to remove Iran from the Commission on the Status of Women.
Iranian women and activists called on us to do this – and today, we got it done.
Let's be clear: “All parties” are not culpable here. There is no middle ground. Calling for both sides to de-escalate only gives Russia a pass. Russia is the aggressor here. Russia’s attack on Ukraine is tantamount to an attack on the and every Member State.
The United States strongly condemns the military coup in Burma and the security forces’ brutal killing of unarmed people. We urge every Member State to tell the Burmese military that this violence will not be tolerated. usun.usmission.gov/remarks-at-a-u
In speaking today with Burmese Ambassador Kyaw Moe Tun, I commended him for his courageous statement at the UN General Assembly and reiterated our support for the people of Burma and the restoration of the democratically-elected government.
To the women in Iran standing up for basic freedoms: we stand in solidarity with you.
Your bravery is an inspiration to people all over the world.
Today, every member of the UN Security Council spoke with one voice to condemn the ongoing violence against peaceful protestors in Burma. The U.S. will continue to work with international partners to promote accountability for coup leaders and those responsible for this violence.
It's official: America is back.
The Ukrainian people have inspired the world with their extraordinary courage as they fight for their freedom and territorial integrity.
In my meeting with President , I made clear that the United States' commitment to Ukraine is unwavering.
Slava Ukraini! 🇺🇦
The world has an obligation to support the Iranian people as they protest for women, for life, and for freedom.
In close coordination with Ukraine and other Member States and partners at the UN, the United States is going to seek Russia’s suspension from the UN Human Rights Council.
Russia can veto this resolution, but cannot veto our voices.
Russia cannot veto the truth.
Russia cannot veto our principles.
Russia cannot veto the Ukrainian people.
Russia cannot veto the UN Charter.
And Russia will not veto accountability.
It was the epitome of irony and hypocrisy to have the foreign minister of Russia chairing the UN Security Council for a meeting on multilateralism.
Through its unilateral, unprovoked invasion against Ukraine, Russia has attacked everything the UN Charter stands for.
So I held… Show more
In Kyiv, I met with victims of Russia’s war crimes.
A mother told me about holding her dying child after an attack on her home. A civilian medical worker told me about being detained and tortured by Russian forces for weeks.
We must hold Russia accountable for these atrocities.
I am heartsick and appalled at reports of over one hundred people, including children, killed by Burmese security forces yesterday. There is no legitimacy for a military that kills the very people it is supposed to protect. The United States stands with the brave people of Burma.
"We stand in solidarity with the people of Burma, who have displayed determination and courage in rejecting this military coup. We stand with them as they call for a return to peace, democratic governance, and rule of law."
usun.usmission.gov/remarks-at-a-u
It is despicable that Russia, a permanent member of the UN Security Council, is now using weapons procured from the DPRK and Iran – in violation of UN Security Council resolutions – to pursue its brutal, unprovoked, and illegal war of aggression against Ukraine.

Will we allow the military to destabilize the region, plunging Burma into further violence and chaos?
Or will we hear the calls of the Burmese people, and help them achieve the free, democratic, and peaceful country they deserve?
To me, the answer is clear. We must act.
Today, we stood up for Mahsa.
For Niloufar. For Elaheh.
For Sarina. For Nika.
And for so many others.
For all the women and girls of Iran.
I’ll be speaking to the UN General Assembly for the first time this morning, delivering remarks on the situation in Burma.
I want the people of Burma to know that the world is watching. We hear you, and we stand with you.

This week, I spoke with a Ukrainian child who was forcibly deported to Russia, locked up, and interrogated.
Thankfully, he is now back home, but we don’t even know the location of so many other children.
We must fight on their behalf – until all are free, until justice is… Show more
Violence against civilians in Burma is growing more serious by the day. We must sustain unified pressure and push forward sustained, global action to help secure democracy and peace.
Good morning from Kyiv 🇺🇦
I'm looking forward to engaging with the Ukrainian people, humanitarian leaders, and government officials.
#UnitedWithUkraine
As I told the UN Security Council today, statements alone are not enough to stop the Burmese military from killing the people of Burma and threatening the security of the region.
At this point, only concrete actions will help.
usun.usmission.gov/remarks-by-amb
A country that systematically violates the human rights of women should not be on the UN Commission on the Status of Women.
I just visited a forensic lab in Kyiv where technicians are meticulously examining war crime evidence to hold Russia accountable.
If Russian forces think they are going to get away with their atrocities, they are in for a rude awakening.
Proud to witness today’s historic, overwhelming vote in defense of Ukraine and the Charter. 141 UN Member States have voted to #StandWithUkraine and hold Russia accountable.
When I met with President , his message was simple: he seeks a just peace based on the UN Charter.
We cannot say the same for Russia.
If Russia stops fighting, the war ends. If Ukraine stops fighting, Ukraine ends.
Today, Russia called a Security Council meeting, once again, for the sole purpose of spreading disinformation about Ukraine.
They are trying to distract us from the atrocities Russian forces are carrying out in Ukraine.
It's not working. It's never going to work.
Across Iran, security forces have detained and tortured peaceful protestors.
They have killed hundreds and badly injured many more.
And they have tried to silence dissent by detaining activists, journalists, and lawyers.
We condemn these acts of repression and violence.
The more equal we make the world, the more peaceful it will become. #InternationalWomensDay
Thanks for spotlighting the courage of Kyal Sin, who stood strong for democracy against violence and injustice. She and other brave protestors have rallied the world’s attention. We can honor her memory this #IWD by refusing to look away from what's happening in Burma.
Quote
Her name is Kyal Sin and she was brutally murdered this week. She wore this black shirt that said “Everything will be OK” when she was shot in the head by Burmese military. Know her courage. Here’s how her memory may stop this coup and help protect democracies everywhere (THREAD)
I am asking the UN Security Council to put an end to the violence of hunger. #FightHunger
Let's be clear: Iran’s membership is an ugly stain on the credibility of the UN Commission on the Status of Women.
Right now, the status of women is the status of women in Iran.
Deeply distressed by the images from Shireen Abu Akleh’s funeral procession. The tragedy of her killing should be handled with the utmost respect, sobriety, and care.
The Iranian government should not be on the – an international body dedicated to promoting gender equality and women's empowerment.
Removing Iran from the Commission on the Status of Women is the right thing to do.
The international community will never recognize Russia's attempts to change Ukraine's borders by force.
Suspending Russia from the UN Human Rights Council is something we, collectively, have the power to do in the General Assembly. Our votes can make a real difference.

I want you to imagine, for a moment, you are a parent in Mariupol.
One day, you and your family are trying to scrounge up some food – and you are stopped on the street by Russian forces.
You are escorted, against your will, to a center to undergo filtration.
Racism is the problem of the racist, and it is the problem of the society that produces the racist.
In today's world, that is every society.
Tomorrow morning, the UN Security Council will convene an urgent meeting on conflict-driven famine around the world.
This is the signature event of the U.S. presidency of the Security Council: we can—and must—act to break the vicious cycle of conflict and hunger.
#FightHunger
Wonderful meeting with Prince Harry and Meghan, The Duke and Duchess of Sussex. Important discussion of COVID, racial justice, and raising mental health awareness.

The people of Burma are demanding democracy and rejecting the military’s overthrow. They deserve our support.
The United States will continue to stand resolutely with the Burmese people, and we will escalate pressure on the military regime.
Happy Nowruz! May this year bring you happiness, good health, and prosperity.
Instead of providing arms to any of the warring parties in the Ethiopian conflict, all countries must stop the flow of weapons, encourage a negotiated ceasefire, and come together to end ongoing abuses and hostilities – without preconditions – to enable a peaceful resolution.
To the people of Burma: we hear you as you raise your voices against military rule, and commend the brave journalists risking their lives to report the truth. The military’s attempts to silence the media will not prevent the world from seeing its actions. #WorldPressFreedomDay
Those responsible for the bombing of a village market in northern Tigray, killing and injuring hundreds of civilians, must be held accountable. We call on the Ethiopian authorities to ensure the victims receive immediate medical access, and for an independent investigation.
All Afghan nationals and international citizens who wish to depart must be allowed to do so safely. The U.S. promises to be generous in resettling Afghans in our country. I am heartened by the pledges we’ve seen from other nations to do the same. We all need to do more.
The United States is alarmed by the humanitarian and human rights situation in Ethiopia. To that end, we have deployed a Disaster Assistance Response Team to lead the scale-up of U.S. government humanitarian assistance in the Tigray region.
We must stand with the Jewish community.
We must call out the horrifying spike in antisemitism and Holocaust denial – and address the spread of misinformation.
We must condemn all forms of hate.
Reports of ongoing human rights violations in Tigray—including sexual violence and the targeting of journalists—are deeply concerning, and those responsible must be held accountable. Eritrea must remove its troops from Ethiopia as promised more than one month ago.
Had a chance to speak with the other day to thank him – and the entire team – for their heroic work.
Today, I visited WCK’s operation Bucharest, Romania, where they have now served more than 350k meals.

Delivering food in Bucha with the @WCKitchen team…I am grateful for the Ukrainian troops providing safety to their people as we were serving families here! I am speechless by the atrocities here… WCK will be returning with food kits that can last for a week. #ChefsForUkraine
Today was a monumental day for the United Nations.
143 Member States voted for a resolution that rejected Russia's attempted annexations and reaffirmed the fundamental principles of the UN Charter.
This means that, in the eyes of the world, Ukraine's borders remain the same.
Today, the UN Security Council spoke with one voice in expressing concern over the devastating humanitarian situation in Tigray. The cruelty and the violence we’ve seen is unacceptable and must end.
Today, the General Assembly’s Third Committee condemned the Iranian government's brutal repression and violence against peaceful protestors – and called for independent, impartial, and transparent investigations into continued human rights violations.
Russia continues to spread disinformation at the United Nations.
So let me set the record straight: Ukraine does not have a biological weapons program.
It is Russia that has long maintained a biological weapons program in violation of international law.
The United Nations will not tolerate attempts at illegal annexation. We will never recognize it.
The United Nations will not tolerate seizing a neighbor's land by force. We will stand up to it.
The United Nations will not tolerate attacks on the UN Charter. We will defend it.
On behalf of the United States, it's my great honor to accept the World Cup handover.
We're already hard at work preparing for United 2026. It's going to be a World Cup to remember.

Horrified by the images and accounts coming out of Bucha, Ukraine.
There will be accountability and justice for this brutality.
It was a pleasure to meet with and UN Secretary-General today. The United States is back at the table and ready to rally the international community on the most urgent crises of our time.
This suspension is unacceptable. I know the work of and well, and they are internationally respected. Ethiopia must reconsider this decision.
Reports of the expansion of the war in Tigray are concerning, as continued fighting will only lead to needless suffering and death. All parties to the conflict should immediately agree to a negotiated ceasefire and political dialogue.
The Ethiopian Government must immediately stop obstructing food aid from getting to Tigray, where hundreds of thousands are facing famine. All parties to this conflict must agree to a negotiated ceasefire without preconditions in order to alleviate suffering.

The United States seeks a negotiated resolution to the conflict in Ethiopia, which threatens peace and security in the Horn of Africa. We continue to support diplomacy as the first, last, and only option for the parties to cease hostilities, start an inclusive national dialogue.
Last week's delivery of humanitarian assistance in Tigray is welcome news. But make no mistake: more help is needed.
Unhindered humanitarian access to Tigray - and the resumption of basic services, including electricity, telecommunications, and banking - is vital.
We are witnessing a humanitarian nightmare in Tigray—wide-scale human suffering that is entirely preventable.
It’s time for the UN Security Council to take meaningful action to address the crisis.
Glad to see Jeffrey Feltman named as our U.S. Special Envoy for the Horn of Africa. His experience will be crucial to our efforts to address the political, security, and humanitarian crises in the region, particularly the situation in Tigray.
Israelis and Palestinians equally have a right to live in safety and security. The current violence has deprived both communities of this basic right.
This morning, the UN Security Council will meet to discuss the crisis and how to end the cycle of violence.
I congratulated President on his August 12 victory and expressed hope that his presidency will be an opportunity to renew the U.S.-Zambian 🇺🇸🇿🇲 partnership and to work together at the to uphold democratic values, respect for human rights, and rule of law.
The Ethiopian government’s reckless expulsion of leaders, including from , , and , is an affront to the UNSC, Member States, and our shared humanitarian principles. There is no justification for the Ethiopian government's actions. None at all.
.: "We will push back forcefully when we see countries undermine the international order, pretend the rules we’ve all agreed to don’t exist, or simply violate them at will. For the system to deliver, all countries must abide by it and put in the work for its success."
So grateful to my friend José Andrés who has stepped up time and time again to feed the world's most vulnerable.
Today, we visited Veselka, a Ukrainian restaurant in New York City that has been donating to Ukraine relief efforts since Russia's invasion.
Conflict-related sexual violence is both a security issue and a human rights issue—and it demands collective action.
Today I spoke to the UN Security Council about three ways we can address this emergency, from Tigray to Burma to Afghanistan: usun.usmission.gov/remarks-by-amb
Courageous Iranians – women and men – are protesting the death of Mahsa Amini.
They are protesting the fact that she was killed by the Iranian morality police for the crime of being a woman.
And they are protesting the denial of basic freedoms.
We stand with them.
Caught up with before today's successful vote to suspend Russia from the .
We will continue to hold Russia accountable for this unprovoked, unjust, unconscionable war.

It was an honor to meet with and congratulate Ecuador's new President . We look forward to strengthening and increasing our cooperation in the months and years to come.

Tomorrow, the U.S. will impose sanctions on Russia for its violation of international law and Ukraine’s sovereignty and territorial integrity. We can, will, and must stand united in our calls for Russia to withdraw its forces, return to the diplomatic table & work toward peace.
There is no military solution to the conflict in Ethiopia.
The only path forward is for the parties to pursue a negotiated settlement through peace talks.
We must prevent the region from spiraling further out of control. There is no time to waste.
Yesterday's report detailing the senseless killing and assault of a humanitarian aid worker in Tigray is deeply alarming. We must ensure the protection of civilians and the safe delivery of humanitarian assistance.

140 Member States have already voted to condemn Russia over its unprovoked war and the humanitarian crisis it has unleashed.
My message to those 140 countries: the images out of Bucha and devastation across Ukraine require us to now match our words with action.
It's been a week since I was sworn in as Ambassador, and we haven't slowed down since. Sitting behind the United States placard is an enormous honor, and I aim to do it justice every day.
Amazed by the support shown at #GlobalCitizenLive here in NYC & around the globe. We need to stop COVID & get vaccines to all - that's why announced the U.S. is donating another 500mil doses for the world's most vulnerable. Let's make 2022 the year we end this pandemic.
Attacks by Russian forces have damaged housing and critical infrastructure across Ukraine.
Today, while in Kyiv, I announced the United States, through , will provide $25 million in winterization assistance to help vulnerable people in Ukraine survive the winter ahead.
I am sick to my stomach. We must – and we will – hold Russia accountable for its atrocities.

Reports of a mass grave with 440 men, women, and children in Izyum, Ukraine are heartbreaking and should galvanize our support to the brave Ukrainians seeking to liberate their homeland. We stand with Ukraine in pursuing accountability for these crimes.
We have seen a serious uptick in fighting and violence in northern Ethiopia – and innocent civilians are caught in the crosshairs. It is past time for all parties to lay down their weapons and return to peace.
Today in the UN Security Council, I reiterated the urgency of addressing the crisis in Tigray. We continue to call for an end to the hostilities, the withdrawal of Eritrean forces, and for the Ethiopian government to hold those responsible for human rights violations accountable.
