Some states have a smaller black population. Ratios like this take into account the % of the population white/black people make up. Say there are 5 white people for 1 black person in the US, then if prison was 1/4 black/white ratio, that means they're punished more frequently.

Many factors go into whether the DA pursues capital punishment, with the biggest being evidence & witness testimony. Writer was the first to point out that African American don't trust the police so it's logical to say they probably wouldn't give eyewitness testimony as well
