        Intelligence is genetic. Selective breeding yields better results than genetic engineering or gene splicing. Drug dependency for "super drugs" is a serious issue and cognitive improvement games on a Silicon Valley app is just marketing for investors.

        When you account for "high iq" schools like USC, UCLA (with it's on campus homeless shelter), and stanford. The California IQ is still 95 average meaning that many people have extremely low IQs.

        In the 1990s (pre 9/11) older folks talked about borderline deficiency and dullness in L.A. a lot. Based on 1994 categorizations, we believe the majority of people in California (definitely Los Angeles) suffer from Borderline Intellectual Functioning.

        Based on 1994 categorizations, we believe the majority of people in California (definitely Los Angeles) would be classified as borderline or low average intelligence. With even a 95 iq being near the bottom of the average spectrum.

        Hong Kong and Singapore have average IQs around 108 which is near the top of the average spectrum but their IQ as a whole is flat as a society meaning they score around 108 consistently as individuals. Places like California rely on rely smart people bring the score up to 95.
