When did it become a crime to run when someone has raised his arms to fire at you? When did it become a crime to announce you have a gun & permit but gets shot reaching for the proof? When did it become a death sentence to sell loose cigarettes or bust out some windows?

Let's look at the deaths of cops by black men since the Tamir Rice incident. Cops have 10x the death rate. Maybe that might be part of the problem.
