        As a former civilian title photographer for the NYPD I can not condone the offensive humor nor gesture, however, looking at the photograph if you observe the shadows, he is not making contact.

        His crimes fall directly into the category of "other crimes" , crimes of moral turpitude, bordering on high crimes and treason as set forth in the Constitution, he must sacrifice his job and never have another or any means of sustenance.
