this isn't new. My H.S. did this in the mid 90's...
this has been happening for a very long time. It's a numbers game to get funding and letter grade high. Immoral imo
Also allows other students to learn in a safe environment .
I understand but if the schools got penalties for not reaching these children there would be extensive interventions
