You’re acting as if the conditions of the PR power grid and infrastructure were a surprise to the administration. That’s what preparation is all about, looking at conditions, planning responses, executing plans.

Puerto Rico has been a US territory since 1898. I don’t think its conditions fall to the Obama administration. It is poor, and the conditions are substandard. That’s always been true of the entire Caribbean chain. My point related to the US responsibility and response.
