They were fired when they brought up the concern of election interference. The counsel was appointed as a consequence of firing Comey. Ever since Trump has been calling for the end of the investigation.

He could end it anytime he wants, but he hasn't. He just takes out his frustration on Twitter, which is regrettable, but not illegal.

Oh, yeah, it is illegal. And no, he cannot end it anytime he wants. He needs to remove Rosenstein or Sessions (or have them comply with him). Trump doesn't have the authority to directly fire Mueller.
