So let me get this straight, you rather take a chance without a life jacket, and risk certain death, than to take a chance at floating, with a possibility that you could become trapped under the canopy (and certain death)? Maybe someone should conduct a hazard analysis.

Hell if every body on the duck boat drank all the water in the lake no-one would have drowned and they could all have walked to shore. Sort of like Moses parting the Red Sea. How's this for a possibility.
