        Please read about the crime crisis in Baltimore City: @MayorPugh50 Police have stopped protecting and serving AfAm citizens. 70% dropped in questioning someone; 50% dropped in o/s warrants, 30% dropped in narcotics offense. Won't serve citizens and protect their rights. #CRISIS

        Very troubling. We have to stop being REACTIVE and start being PROACTIVE with public policy - taking time to review implementation strategy and overall impact, instead of responding to political whimsy/outrage.
