I have heard from some people who feel that there is a high level of arrogance in the SF Bay Area's tech industry. I can sort of see how those scooters seem like a way for successful tech workers to show off, similar to how some people do the same with luxury sports cars.

The scooters are rentable from an app for 15 cents a minute. They’re about the same price per mile as the bus. No clue how they could be seen as a luxury/status symbol....

In Santa Monica the rules are that you’re supposed to wear a helmet (almost no one does) supposed to ride in the street not sidewalk (maybe 50 percent do), supposed to be just 1 per scooter (10 per cent or so ride with 2) and supposed 18 or older (10 or 15 percent younger)
