        No the lowly private salutes first acknowledging that he is out ranked and the higher ranking officer can salute back out of courtesy or not. The general saluting first was an acknowledgment that Trump was the superior. Maybe we should follow his an example.

        Secondly, maybe more importantly, the purpose of rendering a hand salute is not to acknowledge you are "out ranked". Third, as a civilian, POTUS had the option not to return the salute. He shouldn't have. Period. If you have Twitter, you have Google. Stop embarrassing yourself.
