After all illicit cargo was removed, the dhow was assessed for seaworthiness, and after questioning, its crew was provided food and water before being released.

Stopping a ship at sea, seizing its cargo, and releasing the sailors, this act looks like a piracy operation, not the seizure of illegal weapons

Except they didn't just stop the ship to rob it so it's not piracy. They seized illegal weapons after they stopped and searched the ship. If the ship was carrying bags of rice they would have left the ship go its way with its cargo. Pirates don't do that.
