Yes they could censor it. The person chose to violate the terms of service.
Censors are really interesting b/c there is pretty much always a way around them. With AI it could potentially wind up censoring almost everything because of choice words, and if it doesn't censor everything then it won't catch the new ideas that get around it.
The only viable solution in this case it to have a censor before they send the message to filter out anything deemed "bad," then, no matter what, always give the money to the creator. That way they don't just get away with shitposting, at least the streamer gets their $$
