I notice the toolkit requires #planning to facilitate pandemic #preparedness & #response, & wondered how the toolkit deals with ensuring the commitment of leaders to 'invest in tomorrow', when financing #BAU today is problematic? (This is NOT necessarily a 3rd world problem!)
