This is why we need dedicated formally educated Emergency / Disaster Managers. Not engineers masquerading in the role. Emergency / disaster management is more than an engineered solution and requires someone with a comprehensive education across various disciplines.

and yet: most engineers behave as their trade is the content of the holy grail. And with lots of „single field engineers” ( lacking the view on various fields and empathy(sic!!)) in the lead there unfortunately won’t be a change of approach in forseeable times.
