Can people just send you bills and then threaten to send them to collections? $40 isn't a hill worth dying on, but also I don't think I can get a bill to license my dog without my consent and then have that be threatened to go to collections.

And that's exactly what I'm going to do. I own this domain now. I'll pay this stupid scam bill because it's not worth fighting, but this is my protest. http://sanmateogov.org will be a PSA to not trust what you get in the mail and about how easy it is to build a scam site.

.org has no more TLD value over something such as .io; it’s a suffix to rent, that is it, there’s no control over usage or content (generally)

Exactly. That's the commentary of the content on my site, because all the local government websites are .org and are indistinguishable from non government websites. They should use .gov but they don't.
