They actually don't. Based on my experience, a big part of the problem is that drug dealers are treated the same as drug users in court. For many reasons. But most of the organized drug dealers in SF aren't users themselves. So a different approach might make a difference.

I'm not sure it's accurate to say they don't accept the dealing. I think there's a cohort within SF that believe drug dealing is simply a form of making ends meet. And I think Chesa is more concerned with the human rights of dealers (e.g. trafficking) than the crimes committed.
