We've discerned few policy positions and plans for 2019-2022 so far.
Moderators have little control, mostly due to Cuomo aggressiveness. The candidate arguments are somewhat telling, but it's not a civil, interesting discussion of policy, it's mostly yelling and attacks. Cuomo may need to be threatened to have his mic cut off or something.
Aha, a new question: charter schools. Cuomo and Molinaro agree on expanding charters. Cuomo half-jokingly says he and de Blasio will have a bottle of wine and dinner and talk it over, figure it out.
Asked about raising the discourse, a planned question that hits quite ironically given the debate thus far, Molinaro gets a shot at giving his hopeful message; Cuomo goes after him about his conservative record & Trump's "divisive cancer."
Molinaro continues to mostly pass on chances to separate himself from Trump. When Cuomo attacks him on it, he mostly looks to the moderators. At times he's made slight indications of disagreements w Trump but doesn't want to talk about them.
Neither Cuomo nor Molinaro is ready to invest in a new stadium for the Buffalo Bills. Cuomo touts Buffalo investment, says he wants to keep Bills in Buffalo. Molinaro attacks Cuomo's econ dev record for not enough jobs, population loss.

Oh, I should have mentioned that at one point @MKramerTV said to Cuomo, who kept interrupting/talking over everyone, "Don't make me punch you out."
