It is a neurological disorder, that causes uncontrollable sounds and movements called tics. These can range from simple: single muscle twitches, to complex: words/phrases or combinations of movements. From the outside they appear intentional, but aren't.

How are simple muscle tics different from those little muscle twitches one would get every other day where like your leg and then arm like flicks or like idk how to describe it you know what I mean.

So, it's completely normal for everyone to twitch some, the difference comes in frequency and cause. The most basic example is to take that twitch you described, and imagine it happening several times a minute or hour at a time rather than once every few days.
